G'day Jim,
Go to the Preferences menu and look for "Main Menu". In there you can add items and delete them. The delete is not obvious but you can select the item you want to delete and right click the mouse. Delete then shows up as an option.
I hope this is what you are after; I have not used Ubuntu in a while so I'm not exactly sure of the feature you mention.

if add/remove programmes is what you want, open a terminal and type:
or use search in synaptic to find it (gnome-app-install)
